The Chicago Loop is the commercial hub of the region, and the downtown area has become overloaded as the Loop District has expanded geographically. In 1994, the Chicago Central Area Circulator project, a light rail system, was proposed to reduce the crush on the Loop elevated. It fell through after the Republican Party came to power in the 1994 elections, and the federal government decided to pull its funding commitment.
