World War II was a quiet time, for New Orleans.  New Orleans hadn't forgotten how to have a party - sex, alcohol, vice of all kinds were still on order - but the city had made a concerted effort to tamp down on its partying ways in order to win the War.  (They even cancelled Mardi Gras for the duration of the War.)  In the summer of 1945, spirits were high: Germany had surrendered in May, and Japan had been driven out of its massive colonial empire, with American airmen and sailors bombarding the Japanese Home Islands on a daily basis.  This is what the city's streetcar system looked like.
