This is the largest and most ambitious of Los Angeles' rapid transit plans, designed by Supervisor Baxter Ward in 1976. It was put in front of the electorate and lost by a huge margin. (Ironically, the exact same tax would be passed as Measure M, 40 years later).  Most of this would have run in existing railway rights of way, or in freeway medians, and would have included special cars for carrying bikes and surfboards.  I found a copy of the original plans in a bookstore, and immediately snapped it up to turn it into a map.
