Philadelphia SEPTA rapid transit expansion plan, 1984
Philadelphia’s regional rail system was built by two archrivals, the Pennsylvania Railroad, and the Reading Company. The Pennsylvania and the Reading had dead-end terminals at opposite ends of Center City Philadelphia. After SEPTA took over operations in the 1970s, SEPTA began to build a tunnel to connect the two terminals together, so trains could run through Center City Philadelphia and not just to Center City. SEPTA hired University of Pennsylvania engineering professor Vukan Vuchic to design the operations plan depicted here. But because of the SEPTA strike of 1983, and SEPTA's own institutional inertia, the frequent train service never happened.
